Tracking adaptation and measuring development
This paper presents a coherent framework for climate change adaptation programming. It begins with a discussion of some of the key issues related to the evaluation of adaptation and outlines some of the main difficulties and constraints with respect to the development of adaptation indicators. An evaluation framework is proposed and indicator categories or “domains” are identified. Lastly, key conclusions are provided and a theory of change is outlined that shows how development and use of the framework could lead to more effective adaptation investments for climate resilient development.
